Hi Toronto,
You can take a train from Bangkok - Nongkhai, then take a bus from Nongkai to Vientiane (The border). From the border, you can either take a bus or tuk tuk or taxi to bus station. When you arrive at the station, you should be able to get on a bus to Vang Vieng. The other alternate way is going to any travel agencies around downtown, there should be private buses to Vang Vieng.
